PHRP Flemington Construction Surveying Project
Construction surveying support for one of Victoria’s major public housing renewal developments.
Construction Surveying for PHRP Flemington
Base Surveys delivered end-to-end surveying support across piling, excavation, underground services, and structural works for the Holland Court redevelopment in Flemington. Working alongside CDL, ICON, and FRP, our team provided accurate set-out, survey control, and live construction support across multiple project stages.

Construction Surveying for PHRP Flemington
The Holland Court redevelopment forms part of the Victorian Government’s Public Housing Renewal Program (PHRP), delivering 286 new dwellings and public open space under a long-term Ground Lease Model.
Base Surveys was engaged across multiple delivery partners to provide surveying support throughout early works, civil infrastructure, underground services, and structural construction phases. The project required strong coordination between CDL, ICON, and FRP to maintain consistent survey control, accurate set-out, and efficient construction sequencing across a complex, multi-stage site.
Our involvement extended beyond standard field set-out. We actively supported site coordination, verification, problem-solving, and day-to-day delivery across changing site conditions and evolving construction requirements.
Surveying Scope Across the Project
Early Works & Civil Surveying for CDL
Our team completed set-out for retention and foundation piling, including verification against design coordinates before works commenced on site.
We also provided detailed set-out support for bulk excavation and trim excavation works, ensuring excavation stages aligned with approved construction sequencing and site staging requirements.
Working within asbestos-managed excavation zones required careful planning, controlled access coordination, and compliance with environmental and safety procedures throughout surveying operations.
Builder Support & Site Coordination for ICON
Base Surveys carried out underground services pickup and service location surveys to assist with construction coordination and reduce the risk of clashes between civil, structural, and service infrastructure.
- Survey capture of existing underground services
- Verification of newly installed services
- Integration of service information into construction set-out
- On-site support for levels, positioning, and sequencing
Structural Set-Out for FRP
We provided high-accuracy structural set-out for in-ground footings and associated structural elements throughout the project.
- Starter bar set-out
- Column positioning
- Structural interface set-out
- Verification of installed elements prior to concrete pours
Key Technical Challenges
Live Asbestos-Managed Environment
Surveying works were undertaken within controlled asbestos-managed zones, requiring strict adherence to environmental and safety protocols.
Complex Early Works
Piling, excavation, services, and structural interfaces were all integrated within a constrained footprint and active work environment.
Multi-Contractor Coordination
The simultaneous involvement of CDL, ICON, and FRP created overlapping scopes and shared dependencies across multiple construction stages.
Tight Structural & Civil Tolerances
Accurate survey control was critical throughout piling, footings, underground services, and structural stages.
Our Approach On Site
Base Surveys established and maintained robust survey control and datum consistency across all contractors involved in the redevelopment.
Our team operated with a responsive, hands-on presence throughout the project, providing immediate support as site conditions evolved and construction priorities shifted.
Delivery & Execution
Base Surveys provided continuous surveying coverage throughout:
Retention piling
Foundation piling
Bulk excavation
Detailed excavation
Underground services
Services verification
Structural footing set-out
Starter bar set-out
Our role extended beyond traditional surveying support, contributing directly to construction coordination, programme support, and site problem-solving across multiple work fronts.
Project Outcome
Base Surveys helped deliver accurate in-ground and structural set-out works across a technically demanding redevelopment environment.
Our surveying support contributed to:
- Reduced clash risk through early services verification
- Reduced rework across civil and structural interfaces
- Improved construction efficiency and sequencing
- Improved coordination between contractors and trades
- Accurate structural and excavation set-out
- Ongoing support for programme continuity and site productivity
The project demonstrated the importance of responsive, practical surveying support within large-scale, multi-contractor construction environments.
Project Significance
PHRP Flemington highlights Base Surveys’ capability to successfully support:
- Government-backed infrastructure and housing developments
- Large-scale multi-stage construction projects
- Complex early works and structural interfaces
- High-coordination environments involving multiple contractors
- Live construction sites requiring responsive surveying support
The project reinforces Base Surveys’ position as a surveying partner focused not only on accuracy, but also on practical buildability, coordination, and construction outcomes.
